Our Programs and Knowledge Support (PKS) Cluster is looking for a:

Monitoring, Evaluation, Accountability and Learning Officer
Employment 1,0 FTE
To be stationed in Andijk, The Netherlands

This position will require frequent international travel up to two months in a year (1-3 weeks at a time).

The MEAL Officer will be responsible for:

  • Developing the MEAL system and implementation;
  • Supporting or participating in development and review of reports for MEAL deliverables and donor reporting with qualitative and quantitative MEAL findings;
  • Building capacity of international and country office staff in MEAL tools and approaches;
  • Supporting the learning agenda and knowledge sharing within the Programme and Knowledge Cluster;
  • Coordinating capacity building in consultation with the PKS Cluster and the Dorcas Academy;
  • Participating in program design and development processes;
  • Supporting Dorcas in using the data management system for managing results, program quality control, document lessons leant and future project development;
  • Developing guidelines for the international and country offices to design, implement, and monitor
    accountability strategies and mechanisms for target groups and donors.

Job Requirements:

  • MA/BSc degree in relief or development;
  • Minimum of 5 years of international working experience in a similar position;
  • Experience with setting up MEAL system for complex development programming;
  • Experience with developing capacities of staff;
  • Proactive attitude, flexible personality, strong interpersonal and communication skills;
  • Well-developed analytical and planning skills;
  • Fluent command of English and preferably Dutch;
  • Ability to travel and work in a cross-cultural environment;
  • Adherence to the mission and vision of Dorcas;
  • Active membership of a local church.
