Vacancy: Program Manager Iraq Thursday 5 October 2017

Program Manager Iraq (stationed in Dohuk, Kurdistan Region)

Employment: 1.0 FTE
Duration: 1 year with possible renewal of contract
Starting date: second half of November

The Program Manager is expected to develop programs for the Dorcas Iraq organization within the framework of an agreed country annual plan and to provide leadership and integral management to his/her program team. Dorcas Iraq is implementing humanitarian and early recovery projects in the sectors, Health, WASH, Food Security and Livelihoods and Protection. The projects are mainly funded by Institutional donors.

The Program Manager will be responsible for:
• Developing programmes in line with Dorcas policies, Dorcas Annual Plan and with an eye on funding possibilities;
• Managing and monitoring high quality implementation of humanitarian and early recovery projects;
• Providing leadership through managing, capacitating and coaching of the local staff and partner organizations in project implementation;
• Designing budgets and monitoring expenses of the projects implemented by Dorcas and its local partners;
• Supporting logistic, financial and administrative project affairs;
• Developing new projects and proposals for institutional donors;
• Timely submission of internal reports and reports to institutional donors according to their requirements;
• Providing technical advice and support to field staff and partner organisations;
• Contributing to strategy and policy developments;
• Program staff recruitment;
• Representing Dorcas at relevant sector meetings;
• Networking with relevant donors, government institutions and other stakeholders;
• Active participation in the Country Management Team.

Job Requirements:
• MA/Msc degree preferably related to Health or Livelihoods. Candidates with a BSc degree that have extensive relevant experience are also invited to apply;
• At least 5 years relevant field experience and at least 3 years program management experience;
• Experience working in Iraq or in fragile/conflict-prone contexts is a pre;
• Expert in humanitarian and early recovery programming;
• Settled character with ability to cope with stressful, delicate and possibly unstable situations;
• Proactive attitude, flexible personality, strong interpersonal and communication skills;
• Experience in working with partner organisations;
• Experience with raising funds and managing projects funded by Institutional Donors;
• Experience in writing proposals, capable to pursuit, set goals and to achieve them;
• Fluent command of English;
• Adherence to the mission and vision of Dorcas;
